Generating mpeg2/layer2 audio for mpegtsmux

Hi,

Wondering if anyone can advise....
I have to create an MPEG2 transport stream that contains a mixture of
MPEG2/Layer2 and MPEG1/Layer2 audio streams. MPEG1/Layer2 seems
straightforward but looking through the audio encoders and parsers I didn't
find any that supports the MPEG2/Layer2 format in good quality.
twolamemp2enc can create the format but the sample rate must be 24k and the
maximum audio bitrate is 128k. Are you aware of any MPEG2/Layer2 audio
encoders that works with higher bitrates and sample rates?

If good quality MPEG2/Layer2 audio encoder doesn't exist, what is the best
way to cheat mpegtsmux and register some of the audio streams in the PMT
as  MPEG2 even if the actual elementary stream is MPEG1?
