Function of reset_time parameter in gst_event_new_flush_stop(reset_time)

Hi,

What is the effect of setting the reset_time parameter in the function call
gst_event_new_flush_stop(...) to TRUE or FALSE?
In which scenario would one use TRUE respectively FALSE when doing
flush_stop?
