H264 to WebRTC

Hi,
I'm very new to Gstreamer, so please bear with me.
I have an h264 video stream and an aac audio stream in an Mpeg2 Transport
stream.  I would like to send this to a webpage using WebRTC.  Everything I
read suggests it's possible, but all the examples I've found encode the
video first.  Is there a simple pipeline that will let me take the mpeg2ts
and output webrtc?

This is all running on an embedded system so I don't have the CPU power to
re-encode the video.
