Matroskamux + splitmuxsink leads to videos that can't seek

Hi All,

When I have a pipeline with a matroskamuxer + splitmuxsink, I find the
outputted videos cannot seek. This seems to be an identified issue that has
a fix:

Although it seems this fix is not in the latest release for gstreamer
(1.16.2). Is there a reason for this? And is there a nice way I could work
around it in my application?
