Propagate NTP timestamps from RTSP cameras

I have an application that streams video from multiple RTSP cameras at the
same time. After decoding the video streams, I have custom elements that
perform CV processing on the raw frames. The custom elements need to be able
to tell the NTP timestamp associated with each frame. I can configure the
cameras to sync to the same NTP server. What is the best way to achieve
that?
