v4l2src on Android

I already tried to get my question answered via IRC, but that did not work
out, so I am trying here.

I am porting an existing pipeline from Desktop to Android. I am using the
v4l2src and am trying to build via Cerbero but the resulting binaries still
do not contain the v4l2src.

What do I need to do in order to enable the v4l2src for Android.
