VPX Decoder is being QoS-ed

Hi everyone,
I have the following pipeline:
udpsrc -> rtpjitterbuffer -> rtpvp8depay -> vp8dec ->
videoconvert/scale/rate -> decklinkvideosink

When I apply packet loss on the UDP traffic, the VPX Decoder eventually
begins to only decode I-frames for a long period of time. I have fixed it
for the time being by emitting a QoS event on the originator of a QoS
message resetting it to normal.

Is this the expected behavior, or am I doing something wrong?
