Missing faac element on Fedora 32

Hi,
I am not sure if this is a bug or I am missing something. The problem is
that after installation of gstreamer on Fedora 32 I am not able to execute
this command:
gst-launch-1.0 -v audiotestsrc ! audio/x-raw,rate=44100 ! faac ! rtpmp4gpay
pt=127 ! udpsink host=127.0.0.1 port=5000 videotestsrc !
video/x-raw,format=I420 ! x264enc key-int-max=10 tune=zerolatency !
rtph264pay pt=96 ! udpsink host=127.0.0.1 port=5000
the output:
WARNING: erroneous pipeline: no element "faac"
I have tried to reinstall gstreamer packages with
sudo dnf reinstall gstreamer1-devel gstreamer1-plugins-base-tools
gstreamer1-devel-docs gstreamer1-plugins-base-devel
gstreamer1-plugins-base-devel-docs gstreamer1-plugins-good
gstreamer1-plugins-good-extras gstreamer1-plugins-ugly
gstreamer1-plugins-ugly-devel-docs gstreamer1-plugins-bad-free
gstreamer1-plugins-bad-free-devel gstreamer1-plugins-bad-free-extras
but this hasn't helped.
What is more, there are no gstreamer1-plugins-ugly-devel-docs available in
Fedora's repositories.
I am not sure if I am missing something or this is a bug or faac element is
not available for Fedora?
