Gstremer compatibility with android 10+ devices

The official GStreamer binaries are built using cerbero available from 
https://gitlab.freedesktop.org/gstreamer/cerbero/ 
<https://gitlab.freedesktop.org/gstreamer/cerbero/>. The README contains 
some information on how to use it.  Building for android is only 
officially supported and known to work from a linux host.

The oficial binaries already contain the androidmedia plugin however due 
to changes in Android 10, it seems androidmedia doesn't pick up some/all 
of the codecs anymore.
