gst-python build

The latest gstreamer windows binary appears to be 1.16.2 The gst-python
master is requiring 1.17. How do I build gst-python for 1.16.2?

Found pkg-config: D:\vr\lw\gstreamer\1.0\x86_64\bin\pkg-config.EXE
(0.29.2)Dependency gstreamer-1.0 found: NO found 1.16.2 but need: '>=
1.17.0'
