I am trying use
https://gstreamer.freedesktop.org/documentation/mpegtsmux/atscmux.html?gi-language=c#atscmux

But my installation does not have that. How do I get it and add to my
installation ?

I am using Ubuntu 18 LTS
I installed Gstreamer 1.14.5 with all plugins.

Please help.
