Using rtpulpfecenc with transport stream payload

Hello,

I am trying to use rtpulpfecenc with rtpmp2tpay as shown in below pipeline. 

gst-launch-1.0 videotestsrc ! x264enc ! video/x-h264, profile=baseline !
h264parse ! mpegtsmux ! rtpmp2tpay  ! rtpulpfecenc  ! udpsink port=8888


But when I check the number of protected packets, it is always 0. 

Is it possible to use rtpulpfecenc with   rtpulpfecenc?
