What causes a pending DISCONT?

I have a pipe with a custom demuxer with elements grouped in bins after the demuxer, with a sink at the end of each sub-pipe. I have attached a picture for reference. The sink never gets called in any of the sub-pipes. Setting the GST_DEBUG on shows DISCONT being called after the penultimate CustomBaseTransform. How can I get the sink to be called?
