In my gst-build  'gst-inspect opusenc' says it is at location 
"gst-build/builddir/subprojects/gst-plugins-base/ext/opus/libgstopus.so"

If your 'gst-inspect opusenc' says it is not installed, then revisit the 
instructions, perhaps there is something to be fixed, maybe a library 
inside gst-build or a plugin not enabled.
