Enable TWCC on Gstreamer 1.18

Hello folks,

I am trying to enable TWCC stats on Gstreamer 1.18, I am wondering what kind of changes need to be made into webrtcbin, I heard about adding “extmap” into caps, but would like to understand more details about that.
