How to create a webrtc pipeline without video and datachannel only

Hi,

I am looking for a solution where I can write a webrtc pipeline with no
video and datachannel only. For example, imagine some user doesn't have a
camera but wants to connect. It could connect to the datachannel only and
have access to the chat.

I remember I saw a thread about this scenario but can't find it in the
archives.
