ubuntu 1604 and i5-9400 can be detected by gstreamer-vaapi

Ubuntu 16 is a bit old and may not ship the required drivers for new chips, just
be aware. Sepcially that the driver and API have changed a lot recently. That
being said, make sure you have the appropriate VA drivers installed and use the
vainfo tool to verify that.
