how to have "gst-install" installed?

gst-install is a nvidia specific script and is not provided from
upstream GStreamer.
The canonical upstream process of building an uninstalled GStreamer
environment on linux-based devices is through using gst-build which is
available from https://gitlab.freedesktop.org/gstreamer/gst-build/
<https://gitlab.freedesktop.org/gstreamer/gst-build/>. Have a look at
the README for setup instructions.
