No on-negotiation-needed webrtc

Hello,

I am trying to develop a program that has a pipeline that receives a file,
demuxes it and sends it to what I've called an "audio-tee" and a
"video-tee".  After dynamically connecting and linking (successfully) a
webrtcbin to both tees, the "on-negotiation-needed" signal isn't triggered. 
The bin has the state set to match the pipeline's.

Any suggestions on why there is no trigger?
