Not really a direct answer, mostly a question:
Is there any reason you're using CPU decoders instead of
hardware-accelerated decoders?

I'll admit I haven't recently done much GStreamer stuff on Linux (it appears
you're using Linux), but depending on your hardware, you may have the option
of using vaapi (vaapih264dec) or OMX (omxh264dec) plugins.
