omxh264enc CBR on Raspberry Pi 4?

I'm trying to encode a video on a raspberry pi 4 in a realtime application,
so I want to test out the constant bitrate. 

Setting the control-rate property to 2 and the target-bitrate=1000000
doesn't work though, a file is being created however the size is 0.

control-rate=1 (variable) with target-bitrate=1000000 does work. (doesn't
work without setting target-bitrate)

1. Is there anything I'm missing regarding CBR encoding to a file?
2. Is the target-bitrate for VBR just the maximum possible bitrate? Or what
does target-bitrate do for VBR?
