GStreamer 1.19.3 unstable development release

The GStreamer team is pleased to announce another development release
in the unstable 1.19 release series.

The unstable 1.19 release series adds new features on top of the
current stable 1.18 series and is part of the API and ABI-stable 1.x
release series of the GStreamer multimedia framework.

The unstable 1.19 release series is for testing and development
purposes in the lead-up to the stable 1.20 series which is scheduled
for release in a few weeks time. Any newly-added API can still change
until that point, although it is rare for that to happen.

Draft release notes highlighting all the new features, bugfixes,
performance optimisations and other important changes in the 1.19/1.20
are still being prepared and will be made available in due course.

This development release is primarily for distributors and early
adaptors and anyone who still needs to update their build/packaging
setup for Meson.

Binary packages for Android, iOS, Mac OS X and Windows will be provided
shortly.

We're now in feature freeze for 1.20, so at this point only bug fixes
should go into the main branch. Minor feature additions might still be
possible, please ping your friendly release manager for a freeze
exemption.  

Next up will be a 1.19.90 release (aka 1.20 release candidate 1) in
perhaps 1-2 weeks or so, followed by more release candidates or 1.20.0
as required.

Please give 1.19.3 a spin and let us know of any issues as soon as
possible.
