How to set "rate_step" when using gst-play ?

Hi, 

Just built this ... https://gitlab.freedesktop.org/gstreamer/gstreamer/-/blob/main/
subprojects/gst-plugins-base/tools/gst-play.c[1]

It's working fine but I want to change the playback rate (when using +/- keyboard controls) 
as smoothly as possible. I can see a "rate_step" @ 1088. There's refs to it in other files (I just 
searched the entire code base) but I can't see where its actually set to the 0.10 steps it goes in.
