Rust gstreamer-full / static build

Dear Matthias,

Unfortunately the gstreamer-full/static build is not properly supported 
on Windows, see 
https://gitlab.freedesktop.org/gstreamer/gstreamer/-/issues/1629. We 
need addtitional work still to make it work.
