Frames are not output correctly

By this I mean an I frame every frame.
I've also set the rtspsrc to use only TCP, using wireshark to confirm it's
indeed running in TCP.
However, I'm still encoutering the same problems.

For some reason it doesn't the correct reference pictures, resulting in bad
output:
