I havent been able to reproduce your issue on my machine but I would 
advise you to create an issue on 
https://gitlab.freedesktop.org/gstreamer/gstreamer/

You can provide logs with GST_DEBUG=v4l*:5,jp*:5 gst-launch ...
and you can also generate a backtrace with G_DEBUG=fatal-warnings and 
run gst-launch through gdb.

It will help to understand your issue.
