Adding Apache 2.0 to the selectable licences.

i see (in https://github.com/GStreamer/gstreamer/blob/master/gst/gstplugin.c
) that the licence needs to be one of

LGPL GPL QPL GPL/QPL MPL BSD MIT/X11 0BSD Proprietary

which means that "Apache 2.0" automatically falls back to Proprietary.
Would it be possible to add "Apache 2.0" ?

I'm happy to do a PR, but i have no idea if changing the licencing is even
possible. Any suggestions ?
