GST RTSP server with multiple streams - non-working streams do not allow using working ones

If create RTSP server with multiple streams and make one of the stream
non-working(whatever - incorrect pipeline syntax or just no data in the
pipeline) - the would not be possible to connect to other(working) streams
while there is any client trying to connect to non-working stream

The same bug was created at gitlab a half of year ago

Anyone experienced the same issue ? Any tips on how to make it working ?
