Intel Mac, program links with 1.20.3 universal but won't load

I'm linking my program with the pre-built 1.20.3 universal GStreamer on 
an Intel Mac running the Ventura beta.

It links ok but when I try to run it I get

Am I doing something wrong? Any suggestions welcome.
