Retiring gst-omx

Hi,

The Raspberry Pi team has been in the process of transitioning from
OpenMAX to V4L2 for a while, it seems that they have completed this
transition and are no longer shipping OpenMAX even when targeting the
oldest models. So there is no longer any platforms using gst-omx
directly. The only other platform left is AMD/Xilinx MPSoC, but they're
shipping a highly patched version, and we'll just maintain a separate
fork for them.

Considering all of this, I've submitted a merge request to retire the
gst-omx module from the GStreamer upstream repository. This means that
gst-omx 1.22 would be the last release and there would not be a 1.24
release. There hasn't been any change committed since, so nothing is
lost.
