Fialed to load plugin gstrsonvif.dll

Hello everyone.

I am trying to use rtponvifmetadatapay on Windows.
But, it failed to load plugin gstrsonvif.dll

I am using the gstreamer which version is 1.22.5 in MSVC 64-bit installer.

And, I tried install rust with the Chocolatey.
But it has still failed to load gstrsonvif.dll.

Are there any other environment requirements?
