<div>Actually i am using "PyGObject for Windows" which currently includes gstreamer 1.6.3. I wanted to manually update the gstreamer part to version 1.8.0 by replacing all dll's. But you are right the "bad-plugins" are not missing in general. The msi installer installed "libgstautoconvert.dll and libgstcoloreffects.dll" for instance.</div>

I installed the full installation of 1.8 yesterday on windows x86_64. I can't see anything missing. plugins-bad is installed. The only mpeg2 encoder is the avenc_mpeg2 encoder in plugins-good. Did you choose the default or the complete installation?<br/>

If you installed the non-devel msi you should have the plugin libraries. Are all of them missing? Which are?<br/>
<br/>
libgstmpeg2enc is not shipped with our binaries.<br/>
