I wanted to manually update the gstreamer part to version 1.8.0 by replacing all dll's. But you are right the "bad-plugins" are not missing in general. I can't see anything missing. plugins-bad is installed. The only mpeg2 encoder is the avenc_mpeg2 encoder in plugins-good.
