You need gstreamer1-libav for all avdec_* and avenc_* elements.<br>
Obviously CentOS doesn't ship those, but you can add rpmfusion repos<br>
and get it: <a href="https://rpmfusion.org/Configuration" rel="noreferrer" target="_blank">https://rpmfusion.org/Configuration</a>. It will be available<br>
with the RHEL 7 free repo.<br>
