[patch] add hal_device_property_to_string

Hey blokes,

Add

	char * hal_device_property_to_string (HalDevice *device,
					      const char *key)

as discussed.  Patch, against current CVS, is attached.

Also, rename hal_property_get_as_string() to hal_property_to_string() to
match the naming convention.  Hope this is OK, Joe.

I will resend the property modification callout patch next, using this.
