new spec

Hey,

So I've updated, or rather, rewrote, the spec so it's very much in sync
with the code. And that's the way we should keep it.

In fact, it was a lot more work doing this than I anticipated. Comments,
suggestions etc. are very welcome; even for trivial stuff like spelling
and grammar.

As CVS is currently down, find the spec here

there's also the DocBook source, hal-spec.xml.in if you want to send a
patch. When CVS comes up I'll sync this to the hal tree.

Now to write some code instead of documents.
