some build hal-device-manager comments

1. configure.in has no option to disable building of this file
2. configure.in has no check if glade, gtk and python is present on the
system
3. I also think it would be better to let the fedora spec file create
hald.rpm and hal-device-manager.rpm 

this way dependency on X is gone (gtk depends on X)
