Mmm, I think we should rather fix hal.hotplug so it

 1. only wait for files in hotplug events that hald actually handles;
    vc is not one of them

 2. only spams the syslog if an expected file is missing. This can
    happen if the Linux kernel is not recent enough or we've made
    a wrong assumption somewhere, ie. a bug in hal
