New DBus Python API

I am about to check in my changes to the dbus python bindings and roll a
release.  Here is a patch to get Hal working with it.  Notice I didn't
have time to actually rewrite h-d-m to utilize DBus in a more effective
manner.  I instead opted to use some python trickery to get things to
work in the current framework.  When I find time I will try to fix this
up a bit more.
