No, that isn't a directory structure. Strange, I've never seen any FAT32
volume with the root directory in any other cluster than 2:

What does:
dd if=/dev/hda1 bs=512 count=32 | hexdump -C
print. Would be nice to have a look at the first sector now.
Does Windows show the right label of the volume?
