[patch] make ACPI event call libhal_device_rescan

I've just done a quick patch that does a libhal rescan on each ACPI
device upon each event. Basically, when I remove my power adaptor, the
ac_adaptor.present is set to false, and all the battery stuff updates
itself.

I hope the patch is okay.
