[PATCH] don't parse /proc/mounts with every hotplug event

We need to look for the sysfs_mount_path only if we read the ifindex
from a network interface. This safes us from parsing the proc file with
every hotplug event.

Btw: For udev I've removed the ability to mount sysfs at any other place
than /sys. It is no longer supported in libsysfs. Only test cases with
SYSFS_PATH overwrite in the environment are still supported.
