Well, it gets set if you load the acpi, apm, or pmu parts, and signifies
that HAL found something that it knows about.. Not sure how to put this
into words. I think David is the originator of this key, but I could be
wrong. Maybe a better description might be "If HAL found a power
management subsystem it recognises"
It may well be redundant, given we have a power_management.type key.
