gnome-volume-manager had (has?) a bug that it completely ignored should_mount
property. Mandrake has patch that fixes it but I do not know if this patch
ever went into mainstream (judging by changelog - no)

So you could try to play with storage.* properties; get patch from Mandrake
SRPM/CVS and build your own g-v-m; and finally file a bug against g-v-m. In
any case it is not likely to be a HAL issue (unless of course this property
is actually missing in lshal).
