No, it should already be in

/usr/share/hal/fdi/policy/10osvendor/10-power-mgmt-policy.fdi

Thats the bit that launches the addon.

Thanks, I see that:

udi = '/org/freedesktop/Hal/devices/computer'
  power_management.type = 'acpi'  (string)
  info.addons = {'hald-addon-acpi'} (string list)

So the addon *should* have run. It appears the addon has exited.

Could you get me the trace of:

/usr/sbin/hald --daemon=no --verbose=yes --retain-privileges

please.
