How do I add utf8 to a certain mounted device?

Some time ago, I read on the HAL list or in David's blog that in the
future, g-m or g-v-m would store per-user mount options in GConf. Is
this still the plan? Have things changed now that PolicyKit is in the
picture? I noticed that g-m has a schemas file, but it's empty.
