I could not find any other solution for this problem. There are also some 
other places in the spec where this happen ... but if there is an other more 
easy solution ...

... I switched back to docbook2html and xmllint because Richard wrote in the 
commit comment that he could not expand xinclude with docbook (IIRC because 
xinclude is not standardized at,)  ... this was the reason to add xmllint to 
solve this ...
