Maybe. I was clinging towards creating them as part of HAL package 
install. Sort of like /var/run/dbus is only created once during package 
install. The reason, I think, is that the daemon itself might not have 
sufficient permissions to create directories in the parent directory. 
But then, HAL should probably have full control inside /var/run/hal. So 
I'd say, only create /var/run/hal during HAL install, but the rest can 
well be created/deleted dynamically by the daemon.

It's also a good idea to make the top directory configurable.
