doc/spec/hal-spec-examples.xml: Split up the spec file into more
managable lumps using XInclude, and change to using xmlto to convert the
docbook xml to html as docbook2html cannot handle the XInclude stuff as
it's not valid docbook. This is the first of many cleanup patches to the
spec, so expect the filenames to (maybe) change, or for files to be
split even further.
