verify if hal-device has 2 volumes, then use it. Howto?

Hello all,
Is there a possibility to check with hal if, for example an USB-stick,
is completely
ready (for using)?
Reason is that I want to ensure if there are 2 volumes on the USB-stick.
If that is verified,
I can use the stick, otherwise, I cannot. The problem is that I can wait
for both volumes, but I don't know
how long to wait if they are not there.
Maybe you can help me how to fix this. I've already asked this question
a long time ago but I get no response, so I thought, let's try here again.
A suggestion then (from Artem Kachitchkin) was a "info.scan_state"
property, with values 'in_progress' and 'done'. This could help for a
solution
to the problem. Until now I've never seen this property. Is it work in
progress? Or are there maybe other suggestions?
I want to solve this problem on a descent way, not with some kind of
workaround (with timer or something like that).
