[PATCH] fix fd.o bug #6233 and remove net.interface_up from HAL

Hi,

since the most of the network interface information are moved from HAL to 
NetworkManager the property net.interface_up is no longer updated. Regarding 
to fd.o bug #6233 IMO we should better remove the key. 

Btw. IMO it maybe would make sense if NetworkManager, which already know the 
state of the interface, could post/change/set this information also to HAL 
(as also e.g. what kind of standards a WLAN card support).
